Main Campus Residents' Council - Committees
Overview
The MCRC maintains a number of standing committees that are recreated at the beginning of each new year. Each committee has a specific membership and mandate that is written into policy. Additionally, committee members can be contacted by email using the address provided. If your email warrants a reply, either the committee chair, or a designated secretary will respond.
Constitutional Affairs and Ethics Committee
This committee focuses on carefully considering all proposed policy changes, whether it be to the bylaws, constitution or to a secondary policy. Whenever a change is proposed to the General Assembly, the recommendations are first passed down to this committee where all angles of the proposed changes are carefully contemplated. The secondary mandate of this committee is to hear complaints of ethics violations against senior MCRC staff. Although this doesn't happen often, the committee has a strict guideline for handling these situations.
Finance and Audit Committee
This committee has three important mandates for which it meets at least once a month (sometimes more often). The first is to keep a close watch on the Society's finances for which the Chief Financial Officer, which is the Vice President (Finance and Operations), will present periodic statements of Revenue and Expense as well as Assets and Liabilities. These statements are discussed and clarified by the VPFO so that all members of the committee can be assured that the Society is in good financial health.
The second mandate of the committee is to order a yearly audit of the society's finances, generally conducted over the summer, by an outside accounting firm. The results of the audit will then be discussed with the auditor at this committee and any rectifying actions taken by the VPFO.
Finally, this committee ensures that all financial policy and procedures are well understood and being followed by all Society officers. The committee may occasionally recommend changes or updates to existing policy to the General Assembly.
The committee is formed using House Presidents and Social Facilitators as voting members. Additionally, the Vice President (Finance and Operations) of course attends every meeting, as well as the President when possible. Finally, the committee also has an experienced outside member to guide the committee which is typically a faculty person experienced with finance and accounting.
First Year Advisory Committee
This committee, made up of all first year students living in residence (along with the President for guidance) discusses issues that are important for first year students or may affect all students living in residence (which are primarily first year students). Given that different issues arise each year, the discussion topics can vary greatly year over year. Nevertheless, issues that can arise frequently include the rise of residence fees, the quality of food at the cafeterias, or the food venues available. The committee also discusses social event programming and services they would like to have in residence and seek feedback from other students regarding their experience in residence. The chair of the committee ("First Year Chair") also sits on assembly as the only first year voting member.

Upper Year Advisory Committee
This committee has almost an identical mandate as the First Year Advisory Committee (above) except its focus is on issues important to upper years living in residence and it is composed entirely of students above first year.

Council Advisory Committee
This committee, made up of front line staff of the MCRC such as House Presidents, Social and Discipline Facilitators, allows for more in depth discussion of issues affecting the MCRC internally. The committee may discuss issues of policy, upcoming events affecting a wide range of students in different houses, or even widespread discipline issues. The committee is particularly useful at gaining feedback and information of the front line staff which might otherwise be lost or miscommunicated if it had been sent up the primary chain of communication, through each staffperson's supervisor.
Council Sub-Committee of the Senate Residence Committee
This sub-sub-committee of the senate is formed primarily with senior staff members from the MCRC, Jean Royce Hall Council and Residence Life. Topics of discussion generally revolve around important issues affecting both councils and residence administration. The members of this committee can not be contacted directly through email, however if you have an issue that you feel should be heard or discussed by this committee, please contact the president.
